Congressman Andy (R-KY) issued the following statement after the Keeneland Association issued a public endorsement of H.R. 3084, the Thoroughbred Horseracing Integrity Act (THIA). The bill was introduced by Congressman Barr along with Congressman Paul Tonko (D-NY).
“The support of Keeneland, my home racetrack and home of the 2015 Breeders’ Cup World Championships, is a significant sign of momentum for our legislation and further evidence of the broad and growing coalition on our efforts,” said Congressman Barr. “I thank the Keeneland Association and all those who are fighting with us for the future success, integrity, and competitiveness of the thoroughbred industry.”
H.R. 3084 would establish an independent, nongovernmental anti-doping authority charged with implementing a national uniform medication program with input from the thoroughbred industry. The bill would encourage fair competition and a level playing field across state lines, assure full and fair disclosure of information to purchasers of breeding stock and to the wagering public, and provide for the safety and welfare of horses and jockeys. This, in turn, would enhance the popularity and international competitiveness of American thoroughbred horseracing.
