Barr Votes to Defund Planned Parenthood

One-year funding moratorium will allow for thorough investigation.

Congressman Andy Barr (KY-6) voted for H.R. 3134, the Defunding Planned Parenthood Act of 2015.  The vote comes in the aftermath of a series of videos that feature senior level Planned Parenthood officials admitting to unethical and potentially illegal procedures.

“The recently revealed videos of Planned Parenthood officials admitting to the barbaric and potentially illegal practice of manipulating abortions to harvest and sell organs and body parts of unborn children should be of great concern to every American,” said Congressman Barr. 

“While the House continues to investigate this matter and hold Planned Parenthood accountable, it is entirely appropriate to immediately impose a one-year moratorium on all federal funding for this organization.  This will in no way compromise access to women's health care services.  There are many other organizations, including organizations within our congressional district, such as federally qualified community health centers, which provide superior health services for women, and do not perform abortions.”

H.R. 3134 precludes any federal funds from being authorized or appropriated for any purpose to Planned Parenthood Federation of America, Inc. or any affiliate or clinic of that organization for one year, unless such entities certify that those affiliates and clinics will not perform, nor provide any funds to any other entity that performs, abortions during such period.

Defunding Planned Parenthood will not limit access to health care services for women.  While there are only two Planned Parenthood clinics in Kentucky, there are 358 Federally Qualified Health Clinics and Rural Health Clinics in the Commonwealth.
