Washington, D.C. — With the 151st Kentucky Derby set to captivate the nation this weekend, U.S. Congressman Andy Barr (KY-06) is reintroducing the Regulation Advancement for Capital Enhancement (RACE) Act—a pro-growth bill aimed at expanding access to capital for the thoroughbred racing industry.
The legislation streamlines outdated Securities and Exchange Commission (SEC) registration requirements that currently limit innovation and investment in the sport. By simplifying these rules, the RACE Act will allow companies to more easily securitize ownership in thoroughbred racehorses—opening the door for everyday Americans to invest in and support this iconic American industry.
“The RACE Act removes unnecessary regulatory barriers so more Americans can invest in the future of horseracing,” said Congressman Barr. “This legislation is about modernizing capital markets, supporting Kentucky jobs, and preserving the heritage of the sport we love. At a time when the industry needs revitalization, this bill gives companies the tools to innovate and grow.”
“The Regulation Advancement for Capital Enhancement (RACE) Act is a common-sense solution that will modernize racehorse ownership in a much-needed way,” said Tom Rooney, President/CEO of the National Thoroughbred Racing Association. “It acknowledges the growing diversity of owners and opposes penalizing individuals and companies interested in fractional participation due to excessive federal regulations. This is what the industry needs, so I express my gratitude to Congressman Andy Barr for his leadership on this crucial issue and continued support of our beloved sport."
“The reintroduction of the RACE Act is a major step forward for modernizing the ownership landscape in Thoroughbred racing. Congressman Barr understands that the future of this sport depends on making it more accessible and inclusive—especially for the next generation of fans,” said Michael Behrens, Founder/CEO of MyRacehorse.com. “At MyRacehorse, we’ve seen firsthand how democratized ownership can deepen engagement and bring new energy into the industry. By reducing outdated regulatory barriers, this legislation will help unlock broader participation and ensure the long-term health of the sport.”
Kentucky’s signature industry supports tens of thousands of jobs and generates billions in economic activity. The RACE Act reinforces Congressman Barr’s continued leadership to protect and promote the Commonwealth’s proud racing legacy.
